Why is Facebook buying ads in Gmail?

I just saw the first ever Facebook ad in Gmail (screenshot) - wonder why they would be buying traffic to drive to Facebook? Is their traffic declining? Hardly from what I know. Seems as if they can't target these ads against their existing user base as I'm logged into Facebook at the same time and thus cookied. Maybe Facebook has actually figured out that it's profitable for them to buy traffic because they now know how many PVs/ Ad Imps they can get from a new user? Now that would be a pretty big accomplishment!
